I believe they want at least a year or 18 months out of your contract before they will give you the subsidized price. It's worth it to wait until you can qualify, which for me is this December.

The free OS 3.0 update, which will be out on the 17th will enhance our existing iPhones a great deal as it is, so the wait to buy a 3GS will be less unbearable.

Weirdly I qualify for the full discount only a year after getting the 3G.
Did you check your upgrade price at AT&T or the Apple Store?
I checked at apple.com/iphone/buy . I'm not eligible - my wife got my first-gen iPhone (she might be eligible, and then we could switch SIM cards), but it's really not worth the hassle. I can wait six months. Like you said, it's not THAT much more compelling.

Did you check your upgrade price at AT&T or the Apple Store? I own a 1st gen iPhone. AT&T tells me that I'm eligible for the lower prices ($99..$299) while Apple gives me the full prices. Not sure why there's a difference, but if you are considering upgrading then I would check both locations to confirm your prices.

I don't understand the complaining either. If you signed a contract, you signed a contract. It's not like the 3GS is all that more compelling than the 3G.
